Job Title: Head Start Program Monitor Wage/Hour Status: Exempt Reports to: Head Start Site Coordinator Pay Grade: AP 1 Dept./School: Head Start Date Revised: 9/2020
Primary Purpose:
To actively monitor the Head Start Program utilizing developed monitoring tools to ensure compliance in meeting the Head Start Performance Standards and Regulations; To provide technical assistance and training and serve as a resource to Head Start leaders and campus principals in the area of compliance for Safe Environments / Health, Transportation, Facilities, Health Services, Nutrition Services, Education and other content areas.
Qualifications:
- Bachelor’s Degree in education or related field
- Maintain valid certification in First Aid and CPR (Cardiopulmonary Resuscitation)
- Maintain Classroom Assessment Scoring System (CLASS).
- Valid Texas driver’s license. Meet and maintain liability insurance coverage. Must have reliable transportation.
- Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee ($50.00)
Experience:
- Three years working in Head Start or Early Head Start Program preferred
Special Knowledge and Skills:
- Good communication skills, oral and written
- Ability to work both independently and as a team member
- Organizational skills with the ability to maintain accurate records and meet deadlines
- Good presentation skills and the ability to speak to small or large groups
- Ability to analyze data and problem solve
- Knowledge of Head Start philosophy, Performance Standards, Monitoring Protocols, Policies and Procedures
- Proficiency with standard functions within electronic applications such as word processing, electronic spreadsheets and e-mail
- Proficiency with computers (PCs) to include desktop management, file management and operations, and working in a network environment.
Major Responsibilities and Duties:
- Keep abreast of State and National directives regarding the Federal Head Start Program and the Texas Pre-Kindergarten program.

- Work with district staff to develop and implement required Head Start procedures.
- Develop and implement an annual monitoring worksheets and calendar as needed.
- Monitor EISD Head Start program components to ensure the program complies with all Head Start Performance Standards, Policies, Procedures and Regulations.
- Provide campus administration with internal and CoSA monitoring calendar and reminders of upcoming activities.
- Assist campus administration with CoSA’s monitoring campus visits.
- Provide Head Start administration with CoSA’s monitoring summary reports.
- Ensure CoSA’s Corrective Action Plans (CAPs) are corrected and entered into ChildPlus.
- Attend CoSA’s Monitoring Meetings.
- Provide end-of-year data assessment for administration.
- Assist supervisor in generating timely program reports and program data.
- Provide training and technical assistance to program staff to meet individual site and program-wide needs
- Provide training on program, policies, and procedures
- Participate in professional development to enhance knowledge and skills related to all job functions
