Primary Purpose:
The Head Start Director is responsible for assuring all the Head Start program mandates and standards for excellence are met on a daily basis. This position develops the structure, systems and procedures to facilitate this. In addition to operating responsibility for fiscal, legal, and programmatic aspects of the program, it bears the responsibility of assuring that the program is strategically positioned for the future. 


Qualifications:
Education/Certification:

  • Master’s Degree in Early Childhood Education or Child Development (required)
  • Texas Principals or Mid-Management Certificate 
  • Valid Texas teaching certificate in Early Childhood Education

 

Special Knowledge/Skills:

  • Working knowledge of curriculum and instruction in early childhood
  • Knowledge of Head Start regulations
  • Ability to evaluate instructional programs and teaching effectiveness
  • Ability to manage budget and personnel
  • Bilingual (preferred)
  • Ability to obtain Licensed Childcare Center Director's Certificate
  • Strong organization, communication, public relations, and interpersonal skills
  • Ability to implement policies and procedures

 

Experience:

  • Five years experience as classroom teacher 
  • Three years experience in an instructional and managerial leadership role


Major Responsibilities and Duties:
Instructional Management

  • Monitor instructional and managerial processes to ensure that program activities are related to program outcomes and use these findings for corrective action and improvement, as well as for recognition of success.
  • Work with staff to plan, implement, and evaluate the curriculum on a systematic basis; include students and community representatives (when appropriate).
  • Provide leadership in diagnosing and assessing the learning needs of the students in the early childhood centers and early childhood classrooms.
  • Provide instructional resources and materials to support teaching staff accomplishing instructional goals.

 

School Organization

  • Provide for two-way communication with Superintendent, staff, students, parents, and community.
  • Lead a collaborative process to develop campus performance objectives involving staff, parents, partners, and community members. 
  • Determine and build a common vision with staff for center improvement; direct planning activities and implement programs collaboratively with staff to ensure attainment of center’s mission. 
  • Develop and implements a schedule of classroom visits with written feedback/documentation provided to the teacher.
  • Work collaboratively with the City of San Antonio (or other Head Start grantors) to coordinate and support the Head Start program in the best interest of the school district.


Management of Fiscal, Administrative and Facilities Functions

  • Comply with district policies and state and federal laws and regulations affecting the schools and early childhood program.
  • Oversee Head Start budget.
  • Provide input on Head Start contract and other early childhood items requiring Board approval.
  • Develop program budget based on documented program needs, enrollment, personnel, and other fiscal needs. Keep program within budget limits and maintain fiscal control.


Personnel Management

  • Interview, select and train new staff members.
  • Observe employee performance, record observations, and conduct evaluation conferences with staff.
  • Supervise the site managers at the Early Childhood Centers.
  • Evaluate staff in the Early Childhood Program.
  • Provide direction for pre-kindergarten classes on early childhood and elementary campuses.
  • Oversee staff development for Head Start and prekindergarten teachers.
  • Maintains a high level of personal integrity and a strong work ethic.
  • Must maintain regular, consistent and professional attendance.
  • Other duties as assigned in the best interest of the school district

 

Working Conditions:
Mental Demands/Physical Demands/Environmental Factors:
Maintain emotional control under stress. Occasional districtwide and statewide travel; frequent prolonged and irregular hours. Ability to work summer hours for extended year services.
